About
Energy transition has gained traction around the world. Regarding the regional current situation, efforts are under way across the MENA region to advance the clean energy agenda and reduce the carbon footprint of the main sectors of the economy, including the energy sector. Renewables are one of the solutions that the region can take benefit of, because the region is blessed with huge solar and wind resources. Indeed, these technologies have been deployed in a number of countries, including the UAE, Morocco, Egypt, Saudi Arabia, Jordan, Kuwait, Lebanon, Oman,…etc.
It is to be noted that Solar PV and wind energy are key drivers behind the fast-growing share of renewables in the generation of electricity. But renewables’ share in the heating/cooling and industry sectors lags far behind its potential. An acceleration of renewables in all sectors will be needed to achieve the Paris Agreement objectives.
We also see huge potential for developing a green hydrogen economy, which, if combined with renewables, will provide solutions that can be applied to a number of sectors, including transportation, industry and buildings, which accounts for a large percentage of harmful emissions. Experts around the world believe that we will need better management of our energy systems if we are to ensure a smooth transition that is inclusive and sustainable.
There is also a consensus that the pace of the energy transition will not be uniform across all the countries, and that will call for strengthening international and regional cooperation to mainstream the low-carbon transition regionally and globally.
In this context, the EU-GCC Clean Energy Technology Network and the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) are organising two virtual workshops on the integration of renewable energy in the industry and buildings sectors. The aim of the webinars is to exchange relevant best practices, information and lessons learned and advance regional initiatives on the integration of renewables energies in the main sectors of the region’s economies in the context of an inclusive and sustainable energy transitions. In addition, it will discuss the challenges facing the region and what can be done to transform these challenges into different business and economic opportunities including the creation of SMEs. The second webinar dedicated to the industry sector, supported by MESIA, will be held virtually on Wednesday 3 March 2021 at 11.00 CET / 12.00 Cairo Time // 14.00 GST.

Mr. Frank Wouters, Director, EU GCC Clean Energy Technology Network
Mr. Frank Wouters has been leading renewable energy projects, transactions, and technology development for over 25 years.He has played a lead role in development of renewable generation projects valued at over $4.5 billion. These range from small scale PV solar electrification in Uganda to the 100MW Shams I Concentrated Solar Plant (CSP) in the UAE, and strategic equity investment in the London Array, the world’s largest offshore wind project. His transactions have received multiple project finance “Deal of the Year” awards. As Deputy Director-General of the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, he managed a US$350 million IRENA/Abu Dhabi Fund for Development project facility for RE. He appraised over 80 projects a year and recommended projects for funding, including solar PV projects in Africa. Furthermore, he coordinated with government ministers and other stakeholders to promote private sector investment for RE projects as part of the Africa Clean Energy Corridor Initiative.Mr. Wouters has served on the board of several energy companies, including Torresol Energy (Spain and USA), WinWind (Finland and India), Masdar cvua (Netherlands), NICE (Netherlands and The Gambia) and Gorestreet Capital (UK). Qualified with a Master of Science in Mechanical Engineering from Delft University, he is fluent in English, German and Dutch.
Dr. Maged K. Mahmoud, Acting Executive Director, Lead RE Expert, RCREEE
Dr. Maged Mahmoud is the Acting Executive Director and Technical Director of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). He has over twenty-five years of professional multidisciplinary technical expertise and recognized achievements in the fields of sustainable energy (SE) transition in North African and West Asian Arab states. During his tenure at RCREEE, 17 Arab countries and many international organizations; such as IRENA, LAS, WB, UNDP, UNE, EU, AU, UfM, REN21, AREI, and others, acknowledged RCREEE as the regional partner to support introducing SE policies and implementation mechanisms focusing on public private partnerships and green/climate finance. Dr. Mahmoud assisted several Arab countries to develop programs and action plans, introducing business models and instruments for private investments, including utility scale developers and MSMEs. He has an active role in strengthening regional cooperation and is a lead author/contributor to shaping concrete regional initiatives such as the “The Arab Sustainable Energy Strategy - Action Plan”, “Arab RE Framework”, the “Guideline for RE Integration with National Grids” and others. Dr. Mahmoud has a special focus on the energy access issues and effective business models engaging local banks and communities, also addressing fragile situation in politically unrest and war affected countries. Further, he collaborated with global actors to provide tools to assess the socio-economic impacts of the decentralized SE solutions. Before RCREEE, Dr. Mahmoud served for about 15 years at the Egyptian New and Renewable Energy Authority (NREA). Among his achievements, Dr. Mahmoud deeply contributed to planning and contracting several hundreds megawatts of wind energy projects on the Red Sea coast amounting to more than USD 700 million.
He contributed significantly in setting the Egyptian RE 2022 strategy, and in the design of the “best-fit” measures for its implementation including feed-in tariffs, competitive bids and net metering. Further, he participated in developing the quality infrastructure for testing solar thermal and energy efficiency systems in Egypt. Dr. Mahmoud has managed and contributed to over 40 research projects and studies in the sustainable energy fields in collaboration with national and international organizations. He is a certified trainer and author/co-author of over 50 specialized publications and research articles. Dr. Mahmoud holds the “Egyptian Academy of Scientific Research Award for Development and Innovations in Renewable Energy” since 2001.
Dr. Mustapha Taoumi, Key Expert, EU GCC Clean Energy Technology Network
Dr. Taoumi has been leading Renewable Energy and Energy Efficiency projects and technology deployment for over 30 years. He has worked with US AID, GIZ (Germany), JICA (Japan) and EU (DGXII) as Project and Programme Manager. He has conducted numerous feasibility and planning studies, building programs and has implemented projects on the ground. He assisted local institutions to develop strategic plans in sustainable energy. He managed numerous seminars and training workshops concerning the use of renewable energy and energy efficiency. Dr. Taoumi was also involved in several initiatives and projects with a regional scope particularly in MENA and Mediterranean regions including the Mediterranean Solar Plan (MSP). As a Regional Programme Officer for North Africa and the Middle East region (MENA) within the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, Dr. Taoumi managed several projects and initiatives across MENA region including Renewables Readiness Assessment (RRA), assessment of local manufacturing potential in the Arab region and recently the Pan Arab Clean Energy initiative (PACE). Dr. Taoumi held several key positions including Secretary General and Interim Executive Director within the National Renewable Energy Centre (CDER) in Morocco - now transformed on a National dedicated Agency (ADEREE) as well as Executive Secretary of the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER- Network). Before joining IRENA in 2010, he was nominated by the Ministry of Energy in Morocco as IRENA’s focal point and member of the IRENA’s Headquarters Selection Committee. Among other positions, Dr. Taoumi is an active member on several organisations, conferences and networks around the world including the MENAREC Conference International Steering Committee. Dr. Taoumi holds a PhD in Electrochemistry from the Institut National Polytechnique de Grenoble (INPG) in France and master's degrees in Electrochemical Engineering and Management Science, he is fluent in English, French, Spanish as well as Arabic.

Dolf Gielen is IRENA Director for Innovation and Technology since 2011. He has more than 25 years of experience with energy transition strategy development and implementation as well as technology policy in an international context. Mark Draeck joined UNIDO HQ in Vienna, Austria in 2010 as an Industrial Development Officer in the Energy Systems and Infrastructure Division, and has been managing a portfolio of over 40 MUS$ of technical cooperation projects in Africa, Asia, MENA and Eastern Europe.The primary objective of these projects is to shift energy use in industry towards renewable energy technologies and energy efficiency practices, in support of SDG9 (Industry, Innovation and Infrastructure) and SDG13 (Climate Action).Recently, the goals of SDG11 (Sustainable Cities and Communities) have added to the scope of new projects, driving innovative climate-smart solutions to address urban-industrial development challenges.Countries of operation include Afghanistan, Albania, Armenia, Bosnia-Herzegovina, Cabo Verde, Chad, Egypt, India, Iran, Ivory Coast, Jordan, Madagascar, Moldova, Palestine, Senegal, Sudan, Turkey, Tunisia, Ukraine. Mark holds a Master in Science from the University of Leuven, Belgium, a degree in Environmental Management from the University of Ghent, and an MBA certificate from Frankfurt School of Finance and Management. Dr. Miroslav Maly, Associate Director, Green Financing Facilities, Energy Efficiency and Climate Change Team European Bank for Reconstruction and Development (EBRD)
Mr. Miroslav Maly is an Associated Director, Green Financing Facilities with the Energy Efficiency and Climate Change Team of the European Bank for Reconstruction and Development (EBRD). He has both technical and economic background. His involvement covers structuring of innovative financial instruments for green financing, based on detailed market analysis, and targeting in particular the
industrial sector and the built environment as well as deployment of renewable energy sources. He also manages project implementation consultants and provides technical management and support including review of project documents, like energy audits and feasibility studies, before they are recommended for financing by participating financing institutions. After working in most of the EBRD regions in the past, he currently mostly covers the Southern and Eastern Mediterranean region of the EBRD operations (SEMED region).

Dr. Florian Klumpp is senior consultant and project manager for Fichtner in the field of power economy, power plant technology, renewable energies, energy storage and hydrogen technologies. Projects of Dr. Klumpp involve topics such as Market studies: Analysis of the power and energy market (national and international), Market modeling: future market price for energy, control energy, operation of generation assets etc., Storage technologies (feasibility studies, design, demand, economic evaluation etc.), Consultancy of utilities (power economy, power plant technology), Utilization and integration of renewable energies (capacity credit, effective load carrying capacity, loss of load expectation etc.), Hydrogen technologies: optimization of hydrogen and P2X systems, dimensioning of main components (such as electrolyzer, H2-storage etc.), calculation of levelized cost of hydrogen (LCOH) and techno-economic evaluation of the entire H2 value chain, use cases and business models. Prior to his career at Fichtner, Dr. Klumpp accumulated around eight years of professional experience in a major German energy supply utility. Being a graduate engineer, his core qualifications comprise a solid technical foundation in conventional power plant and storage technologies as well as in renewable energies and hydrogen technologies.
Dr. Eng. Samir Rachidi, R&D Director, IRESEN, Morocco
Samir Rachidi is an R&D Director within IRESEN in charge of Solar Thermal Systems and Power-To-X. With his team, they are developing research projects and demonstration activities focusing on PtX, green chemistry, energy storage, concentrated solar (CSP) and hybridization of solar and bioenergy. Prior to his current position, Samir served as an R&D program manager at MASEN. His role consisted in catalyzing national R&D efforts in the solar energy field, building international R&D project partnerships and collaborations in the area of solar applications, as well as helping in defining strategic R&D orientation to help unleash a Moroccan industrial potential in the solar sector in the future. Previously, he held a position as an R&D Engineer in a start-up company named “RespInnovation”, in Sophia-Antipolis, France. Samir achieved in 2011 a PhD in the field of Hydrogen PEM Fuel Cells, carried out in collaboration between the CEA of Grenoble and the CNRS institute of “Pprime” in Poitiers, both in France. Samir holds a double degree – Master of Science & Engineering -- in Chemical Environmental and Energy Engineering, obtained from Saint-Etienne School of Mines and Jean-Monet University in 2008.
Laurent Longuet, CEO Siraj Power, UAE
Laurent spent 15 years working in developing and constructing international energy projects in Europe, Iran, Indonesia, and the Middle East for the Group Total. Laurent moved to the renewable energy sector in 2010 to lead, within the frame of a JV with MASDAR, the construction of Shams 1, the first concentrated solar energy power plant in the Middle East and the largest worldwide at the time of its commissioning. After three years of developing the activities of SunPower in the Middle East - closing significant deals in Morocco and Qatar, creating an extensive solar project in Egypt, Laurent joined Akuo Energy during summer 2015. He is based in Dubai and has been leading the development, the EPC activities, and operations of AKUO Group in the MENA region before being appointed as CEO of SirajPower – the UAE’s Leading Distributed Solar Energy Provider. Laurent holds a BS of Ecole Normale Supérieure (Paris / France) and an MS of Paris Tech (Paris / France - Ecole Nationale Supérieure de Techniques Avancées).
Dr. Ahmed Saleh, Coordinator, Affordable Resources for Egypt’s Industrial Growth (RIndustry), The British University in Egypt (BUE)
Dr. Saleh is the coordinator of the “Affordable Resources for Egypt’s Industrial Growth” EU-funded project aiming at changing the culture of resource utilization in Egypt’s industry for enhanced economics & competition. Previously, he was the director of the BUE Science and Innovation Park, which is the first university-linked science park in Egypt offering world-class environment for academics, businesses and entrepreneurs to actively engage in innovation related activities focusing on electronics, new and renewable energy, gas and petrochemical industries, textile, and pharmaceuticals. Prior to that, Dr. Saleh held the position of Head of the Innovation Management Unit at the Research, development and Innovation (RDI) Programme, Ministry of Scientific Research, Egypt, where he was involved in the development and management of most EU-Egypt innovation funds, which were among the leading funding instruments dedicated to applied research and innovation in Egypt. Dr. Saleh also held a variety of research/academic positions at University of Southampton, University of Westminster, and Southampton Science Park in the UK. He received his PhD in Computer Science from University of Westminster in 2003.
