An essential feature of the network is the operation of Working Areas (*) (W/A) - formerly called Discussion Groups / Working Groups that focus on areas of common EU and GCC interest.
Five working Groups are currently established on the following topics:
- WA1 Renewable Energy Sources
- WA2 Energy Efficiency and Demand Side Management
- WA3 Clean Natural Gas and Related Clean Technologies
- WA4 Electricity Interconnections and Market Integration
- WA5 Carbon Capture and Storage (CCS)
A variety of stakeholders/experts from both the EU and the GCC may participate in activities of the working areas, including research institutions, industrial entities, professional organisations, policy makers and authorities, private and public sector.
Activities within the Working Areas are coordinated by the Energy Technology Expert of the Network (Dr Mustapha Taoumi) and collaboration is facilitated by the Conveners - distinguished EU and GCC experts- that support the workplan and stimulate discussions on hot topics of common interest.
As per the arising needs, the network organises experts meetings, as well as other activities (thematic discussions, seminars, training sessions), as appropriate, for the promotion of cooperation in their respective areas.
For the activities of the Working Areas the network mobilizes a number of selected qualified experts from the EU and the GCC regions with proven professional and/or research record in the specific field, thus capable of contributing and participating in collaboration activities including:
- know-how and technology transfer,
- policies discussion,
- examination of state-of-the art technologies,
- best practices discussion and promotion,
- research collaboration,
- dissemination and promotion of relevant demonstration projects, and
- facilitation and promotion of relevant EU-GCC cooperation initiatives and projects.
Co-operation within the Working Areas is guided and facilitated by the Conveners, who are qualified experts that moderate and support collaboration towards achieving the Working Area objectives.

Dr. Ana R. Lagunas Alonso, Director of the Photovoltaic Solar Energy Department of CENER, has more than thirty years of working experience in various fields from materials related basic research, through high technology manufacturing in the semiconductors and microelectronic devices world. Last 16 years fully devoted to photovoltaic solar energy, specifically photovoltaic plants design and testing (cells, modules, installations) and PV cells process and materials development. After basic research time in Spain (National Council for Research, CSIC) and CIEMAT, while being assistant teacher at the Universidad Complutense of Madrid, she moved to USA for working in microelectronic technology development and production (Bell Laboratories/AT&T Microelectronics) holding later different positions from Process Engineering, Senior Technologist, Product Engineering Technical Manager and Distinguished Member of the Technical Staff, after the terminology of Bell Laboratories, in Microelectronics company (AT&T Microelectronics, Lucent Technologies-Bell Labs Innovations and Agere Systems) in Spain. From the technical side, she has led multilateral projects around the world, USA, Europe, Asia, for the development and start in the production of microelectronic CMOS devices, specifically leading the technology transfer between laboratories and fabrication lines with the end view on the customer.
From the management side, she has wide experience on the business implications of the technological developments and capacity of team building. Since 2002 has been responsible for the definition and start-up of the Photovoltaic Solar Energy Department of CENER, that she directs and where the activity is a combination of R&D projects, testing activities and technical consultancy on Photovoltaics, with partners and customers all throughout the world. Author of basic and applied research publications, speaker in technological forums and chairman of oral sessions, she also participates, among others, in committees for the development of PV Standards within the international community, in the Scientific Committee of the European Photovoltaic Solar Energy Conference (EUPVSEC) and is member of the Executive Committee of the IEA PVPS.
Andrew Parker BSc, MSc
Mr Parker has worked in the field of energy efficiency and renewable energy for over 30 years, specialising latterly in audits, energy planning, building energy efficiency, project appraisal and evaluation. He has undertaken energy projects in Russia, Moldova, Ukraine, India, Pakistan, Poland, and USA, generally serving as project manager or senior adviser. In addition Mr Parker has been responsible for project management duties on behalf of the European Commission in most member states of the European Union over the last 15 years. Wide experience in buildings energy efficiency, particularly in schools, hospitals and commercial buildings.
He was senior technical advisor for energy efficiency studies of commercial buildings in India on behalf of UNDP; has monitored energy efficiency projects in UK and elsewhere in Europe; responsible for auditing and training in building energy efficiency in Russia and Moldova. In the UK he assessed over 80 grant applications for energy saving projects under the UK Government Carbon Trust funding scheme. Most projects have included some aspects of direct training, capacity development or building staff awareness of energy and related matters.
Dr. Jaap Vente is the Innovation Manager Gas Processing, Treatment, and Conversion at the Energy research Centre of the Netherlands, in the group Sustainable Process Technology with a special focus on membrane and sorption technologies. Within this group, activities include materials research, system development, process design and implementation facilitation. We aim to take emerging technologies from discovery to deployment. Specific membranes that are being developed and brought to commercialisation include HybSi® (www.hybsi.com) and HySep® (www.hysep.com). Further, ECN has developed sorption based carbon capture technologies (caesar.ecn.nl/the-sewgs-process) which is currently being demonstrated within the H2020 co-funded STEPWISE (www.stepwise.eu).
Until January 2016, he was also director of the cluster Gas Separation and Treatment within the Institute of Sustainable Process Technology (www.ispt.eu). Within this national cluster private and public parties work together on innovative technologies for gas separation challenges.
Jaap was originally educated in materials science and engineering at the Delft University of Technology. For his Ph.D. he moved to the University of Leiden to study complex iridium oxides. In 1994, he accepted a position of post-doctoral research assistant at the Inorganic Chemistry Laboratory of the University of Oxford. Four years later, he moved to Mexico to become an investigator at CINVESTAV. In 2003, he returned to the Netherlands and started to work at ECN.
Nick Carter is a Director and Senior Advisor with PwC for the Middle East. He is currently undertaking a range of utility projects in a number of GCC countries and lives and works in the UAE. Prior to this he was a Director with Baringa Partners a highly skilled niche energy management consultancy with offices in London, Germany and the UAE.
He came to the UAE in 1998 as part of a market reform team for Abu Dhabi acting in an advisory role reporting directly to a member of the Royal Family. In 1999 he was appointed Deputy Chairman and Managing Director of Abu Dhabi Distribution Company – for water and electricity. From 2001 to 2015 he served as Director General of the Regulation and Supervision Bureau (RSB) creating a world-class regulatory body for water, wastewater and power.
Prior to his UAE roles Nick held a number of senior executive positions with Southern Electric PLC (now SSE) and London Electricity PLC. In London Electricity he played a pivotal role as Strategy Manager during privatisation in the early 90s and was subsequently appointed General Manager for Networks.
Nick is a Fellow of the Institution of Engineering and Technology and a member of the UK Engineering Council. Educated at University College London with a BSc in Electronic and Electrical Engineering and at INSEAD and London Business School.
Daniel Jansen has an MSc degree in Chemical Engineering from the Technical University Eindhoven (The Netherlands). Since 1981 he is employed at the Energy Research Centre of the Netherlands (ECN). Until 2013 he was manager of ECN’s programme "Clean Fossil Fuels/CO2 capture technology development.
His specializations are power generation technologies including CHP, NGCC and IGCC (biomass and coal fuelled), advanced energy conversion technologies like fuel cells and micro CHP systems, flue and fuel gas cleaning technologies and CO2 emission reduction technologies. He has experience in the acquisition and management of both national and international R&D projects on HT fuel cells, LT fuel cells, H2 energy systems and CO2 capture technology development.
Daniel Jansen is a lead author of the UN IPCC Special Report on CO2 Capture & Geologic Storage (CCS). Members of UN IPCC working groups are awarded the 2007 Nobel Peace Prize along with USA Vice President Al Gore
He is a recognized expert in advanced energy conversion systems, CCS and pre combustion CO2 capture technologies. He is also (co-) author in over 40 papers in the field of clean fossil fuels.
